Opt Subject:  Musical Symbol Combining Flags and the Other_Grapheme_Extend property

There is a seeming anomaly with the five characters U+1D16E to U+1D172.
Only the first two have the Other_Grapheme_Extend property while the last
three are without it.  All five characters are essentially the same
and all five are used in decomposing other characters.  (I have noticed
that is a characteristic of all of the other category Mc characters that
have this property.)  Shouldn't the three other Musical Symbol Combining
Flags also have the Other_Grapheme_Extend property?
