The subcommittee reviewed a number of proposals in section C of the agenda for UTC #103 (L2/05-107), and made several recommendations for consideration by UTC. C.1 Proposal for encoding the Balinese script [Everson, Sautjana, L2/05-008] C.1.1 Proposed Balinese character properties [McGowan, L2/05-090] C.1.2 Proposed Balinese line-breaking classes [McGowan, L2/05-091] Recommendation: UTC should accept the Balinese repertoire and ordering as given in L2/05-008 with properties as given in L2/05-090 and L2/05-091. (These properties should be used as the initial set of properties for the next beta.) C.2 Proposal to encode 10 additional Cyrillic characters [Priest, L2/05-080] Recommendation: Action on Lorna Priest to update the proposal with information on question 8 and further research. Action on Debbie Anderson to ask in Dept of Linguistics, UCB for information. C.3 Proposal to add four characters for Sindhi [Everson, L2/05-082] Recommendation: Just encode these four things. Need an action to document in the standard that using anudatta on the unadorned chars is not the way to represent these. May need to un-recommend the old use of anudatta (we know it's inappropriate). Give an action to Everson to do a FAQ or other doc. C.4 Proposal to add inverted interrobang [Everson, L2/05-086] Recommendation: Need to have further usage info and documentation from Spanish user community. C.11 Proposal to add Carian to the SMP [Everson, L2/05-100] C.12 Proposal to add Lycian to the SMP [Everson, L2/05-101] C.13 Proposal to add Lydian to the SMP [Everson, L2/05-102] Recommendation: Action items for Michael Everson and Debbie Anderson to discuss the encoding model with the experts. (May want to encode a unified Western Anatolian script instead of encoding the various alphabets separately.) C.5 Correcting Malayalam digit zero glyph and adding Malayalam numerics [Ganesan, L2/05-087] Recommendation: Make this a Public Review Issue, and specifically ask Gov't of India for input on the issue. C.6 Proposed changes to Gurmukhi [Sidhu, L2/05-088] Recommendation: UTC develop a PRI issue regarding generic preferred order for combining marks of class 0. Communicate with the author that we have a representation now for multiple vowel signs, no new characters needed. * Schedule an ad hoc for Gurmukhi, lunchtime Wednesday. Ken, Peter, Eric, Rick. C.7 Use of CGJ in Latin script diacritics [Hallissey, Priest, L2/05-094] Recommendation: Lorna's sequence be rendered as shown, and write it into the standard. C.8 Proposal to encode Lanna [Hosken, L2/05-095R] Recommendation: It would be useful in UTC to discuss recommendation for appropriate mechanism for what the conjoining behavoir should be. It has some complications. No action for UTC. Needs further work. Rick an action to reply to author and complement him on nice typography. C.9 Proposal to encode additional Latin phonetic and orthographic characters [Constable, Priest, L2/05-097] C.9.1 Letter in support [Esling, L2/05-105] Recommendation: Bring this to the next UTC meeting. Peter & Lorna to consider the colon, combining double diaeresis, and other input from the scripts subcom. C.16 Ligatures of r, ri and rii [INFITT, L2/05-120] Recommendation: UTC should make the change as in the doc; send to the edcom to make the changes in TUS. Possibly post as a corrigendum, etc. C.15 Encoding model for Syloti Nagri conjoining behaviour [Constable] Recommendation: UTC accept the proposal in L2/05-130. "... use of virama where appropriate but other means for controlling ligation where the virama is not appropriate." C.10 Proposal to add Greek epigraphical letters (executive summary of L2/05-002 and L2/05-003) [Nicholas, L2/05-098] Recommendation: UTC should accept 6 letters; reject the two "raised e" letters. If rejection of the raised e causes undue problems in epigraphic database conversion, we can re-consider later. C.14 Byzantine Musical Notation: proposal for changes [Nicholas, L2/05-106] Recommendation: Take up at the next UTC meeting. [[ Remand the sections 1 and 2 of proposal L2/05-106 to the edcom as possible input to TUS 5.0. Later, we may take up in plenary the one glyph-swap issue (page 8 section 3), for issue of possible erratum.
