Subject: Halfwidth voice marks in Grapheme_Extend

The half-width voicing marks should have been combining characters in Unicode and 10646 (the Japanese objected to it, unfortunately). However, the Extend property used in breaking words, etc, ( http://www.unicode.org/reports/tr29/) could and should add those characters.

I propose we add

U+FF9E () HALFWIDTH KATAKANA VOICED SOUND MARK

U+FF9F () HALFWIDTH KATAKANA SEMI-VOICED SOUND MARK

to Other_Grapheme_Extend in http://www.unicode.org/Public/UNIDATA/PropList.txt

LineBreak is already ok.
