Subject: Public Data for TRs

There are some remaining cases where data associated with TRs
is not found on the unicode.org/Public site. There are some
disadvantages to this:

	The data can't be accessed via ftp

	It is easy to overlook when the data should be updated
	with new versions of Unicode.

The editorial committee looked at the situation, and came up
with the recommendation that

	the data associated with UTS #39 Unicode Security Mechanisms
and the UTS-track #30 Character Foldings be added to Public, under
unicode.org/Public/security and unicode.org/Public/foldings,
respectively, and that the data within those directories be in
folders corresponding to Unicode versions /4.1.0/, /5.0.0/, etc.

	the data associated with UTR #25 Unicode Support for
Mathematics ( http://www.unicode.org/reports/tr25/MathClass-6.txt)
be refactored into one or more properties and added to Unicode 5.1
