[115-C1] Consensus: Advance Proposed Update UTR #25 to UTR #25 after making updates noted in the meeting.

[115-C2] Consensus: Add derived properties for Cased and Case_Ignorable to go into DerivedCoreProperties.txt, and NFKC and Casefolded into DerivedNormalizationProps.txt, for the next version of Unicode.

[115-C3] Consensus: Accept U+2D7F TIFINAGH CONSONANT JOINER with properties given in L2/08-198R and 2D70 TIFINAGH SEPARATOR MARK with properties the same as a virama.

[115-C4] Consensus: Accept name corrections for 8 characters noted in L2/80-205:

[115-C7] Consensus: Encode the 18 Myanmar characters with names, glyphs, and codepoints proposed in L2/08-181, noting that the character name for U+AA69 is incorrect in the names list but correct in the properties list (correctly noted in L2/08-179). "Myanmar Letter Khamti Ca".

[115-C8] Consensus: Accept U+0D29 MALAYALAM LETTER NNNA and U+0D3A MALAYALAM LETTER TTTA for encoding as documented in L2/07-283, in a future version of the standard.

[115-M1] Motion: Reconfirm approval of encoding of Meetei Mayek, with changed names and code points, including the two danda punctuation marks, as per (WG2 N3470) L2/08-180.

[115-C9] Consensus: Accept the concept of a Unicode codepoint label as documented in L2/08-206, to be documented in a future version of the standard.

[115-C10] Consensus: Issue a PRI regarding deprecated characters, based on L2/08-220 as amended in the meeting. Separate the different kinds of characters into two lists -- one an "other candidates" list.

[115-C11] Consensus: In response to the new Korean standared KS X 1026-1:2007, the UTC reaffirms that normalization cannot be changed. The UTC understands that normalization cannot be implemented conformantly to the Unicode standard or to 10646 if done in the way that is specified in KS X 1026-1:2007. To address the concerns raised in the Korean standard, the UTC resolves to initiate a Unicode Technical Report that specifies a preferred representation for Korean text and mechanisms for conversions to that representation.

[115-C12] Consensus: Issue a PRI on the clarification of the use of U+FFFD as a substitute for ill-formed sequences in Unicode encoding form conversions or validations and by extension for comparable handling of conversion of bad bytes from other character encodings. See L2/08-150.

[115-C13] Consensus: Approve the glyph change for U+19D1 NEW TAI LUE DIGIT ONE.

[115-C14] Consensus: Approve the 4 additional CJK ideographs (one in the CJK Unified Ideographs block and three in the CJK Compatibility Ideographs block): 1 unified ideograph 9FC6 (= ARIB #93) and 3 compat ideographs U+FA6B through U+FA6D (= ARIB #39, #67, #105).

[115-C15] Consensus: Approve the four character name corrections as noted for:

[115-C16] Consensus: Approve "Rumi Numeral Symbols" as the block name for Rumi.

[115-C17] Consensus: Approve 186 Japanese TV symbols for encoding (in 3 blocks on the BMP and 2 new blocks on the SMP) as documented in L2/08-077R3, Resolution M54.18 of WG2.

[115-C18] Consensus: Rescind the UTC approval of the 10 characters for Kaithi digits, U+110C0 through U+110C9, which are to be unified with Devanagari.

[115-C19] Consensus: Update the approved Old South Arabian block range to U+10A60 - U+10A7F, with all code points revised accordingly. (I.e., move them all down by 0x20.)

[115-C20] Consensus: Approve the addition of 19DA NEW TAI LUE THAM DIGIT ONE.

[115-C21] Consensus: Approve encoding of 4,149 CJK ideographs in Extension C at codepoints U+2A700 - U+2B734, as described in document L2/08-227.

[115-C22] Consensus: Whereas the continued synchronization of Unicode and 10646 is vital to the success of both, and the publication of a version of the Unicode Standard containing Extension C requires fonts sufficient to print in multi-column format for all sources, the UTC urgently requests that the IRG provide fonts for the publication of Extension C in the Unicode Standard. The same considerations will apply to all future CJK additions.

[115-C23] Consensus: The UTC endorses the position on KS X 1026-1:2007 presented in document L2/08-228.

[115-C24] Consensus: The UTC would like to see the 37 CJK ideographs in L2/08-148R considered for encoding by the IRG.

[115-C25] Consensus: UTC requests that the design concepts for multi-column CJK ideograph chart formats presented in document L2/08-143 be used as the principal basis for printing future versions.

[115-C26] Consensus: Remand the proposal to encode soccer ball symbol L2/08-135 to the symbols subcommittee.

[115-C27] Consensus: Assign the 2 properties of East Asian Width and Linebreak to unassigned characters in the ideographic ranges documented in L2/08-226R.

[115-C28] Consensus: Accept U+20B7 SPESMILO SIGN as documented in L2/08-205.

[115-C29] Consensus: Accept 4 characters for encoding as documented in L2/08-182 in a future version of the standard:
