C.4 Preliminary Proposal to encode Old Bamum in the SMP (WG2 N3472) [Everson, et al, L2/08-231]

* Discussion. No action to be taken at this time. Michael is waiting info from Konrad.

C.9 Preliminary proposal to encoding the Old Hungarian script (WG2 N3483) [Everson, L2/08-268]

** Discussion. Major technical questions include numbers, punctuation, casing, and which
plane to encode it on. If those are fixed it could be ready for October.
Suggest to put on the SMP. Accept casing based on modern usage. Accept need for 6 tally
letters. Punctuation be handled by shape, to add 2 new characters and explain how they
need to be handled.

** No specific action recommended to UTC.

C.3.1 Progressing the encoding of Brahmi in the SMP (WG2 N3490) [Everson, L2/08-277]
C.3.2 Proposal for the Encoding of Brahmi in Plane 1 of ISO/IEC 10646 [Baums, Glass, L2/07-342]

** Discussion. Main background info is in L2/07-342, and L2/08-277 is an
agreed-upon reduced repertoire for now; other Central Asian characters later.

** Everson, Baums, Glass to fill out the proposal L2/08-277 with the properties
required, and fix a few minor font problems. Then submit the revised proposal with
3 authors (Baums, Glass, Everson).

C.11 Proposal to encode the Mandaic script (WG2 N3485) [SEI/Everson, L2/08-270R]

** Ken recommends we remove small punctuation and kashida, then approve the rest.

** Recommendation to UTC: [116-C] Consensus: Approve 28 Mandaic characters for
encoding at U+0840 through U+085B, in a block named Mandaic, as documented in L2/08-270R.
(The characters "MANDAIC SMALL PUNCTUATION", "MANDAIC LARGE PUNCTUATION" and "MANDAIC KASHIDA"
are not to be encoded at this time.)

C.8 Preliminary proposal to encode Beria Giray Erfe (or Beria Branding Script) [Priest, L2/08-265]

** The subcommittee gave some feedback to Lorna. She will take that into account
in subsequent revisions.

** No action recommended for UTC at this time.

C.12 Proposal to encode the Manichaean (WG2 N3486) [SEI/Everson, L2/08-271R]

** No action recommended to UTC for now.

** Michael reported sending an R2 version of the document. There were some questions
from the committee.

C.1 Batak
C.1.1 On the inputting model for Batak (WG2 N3489) [Everson, L2/08-274]
C.1.2 Batak input info [Anderson, L2/08-312]

** Discussion. Debbie to discuss the Batak model issues with Uli and report back
to the committee. We should expect info before the October WG2 meeting

** Recommend to UTC to not oppose if this proposal comes up in WG2. We have an
opportunity later to comment on it.

C.2 Proposal to encode Egyptological yod and similar characters (WG2 N3487) [Everson, L2/08-272]

** Rick proposes to change the script property of U+0486 (A3), and will take to plenary.

** Eric recommends option A1.

** Subcom recommends that the plenary session have a vote on this issue.

C.10 Preliminary proposal for encoding the Meroitic script (WG2 N3484) [Everson, L2/08-269]

** Michael has new information and will be making a revision of the proposal.
No further discussion for now, and no recommendation for UTC.

C.13.1 Nushu (WG2 N3462R, N3463) [China NB, L2/08-171, L2/08-186, L2/08-302]
C.13.2 Comments on Nushu [SEI, Anderson, L2/08-311]

** Recommend that UTC make ballot comments to the effect that we need more time to
evaluate Nushu because the font came in so late. Would support moving Nushu to
a subsequent ballot if needed. The proposal needs some disambiguation in the
character names. A full range of technical review of the final font should be done.

** Action Item for Rick McGowan: Double check the link(s) on the roadmap for Nushu.

C.5 Proposal for Latin Cyrillic disunification [Ellert, L2/08-251]
C.6 Letter from Nozomu Kato to UTC, re Kana [Kato, L2/08-257]
C.7 Tangut 5 column chart [Cook, L2/08-259]

** Might discuss C.5 later in the meeting, if UTC has time to take it up.

** Action Item for Lisa Moore: Forward C.6 to the next UTC agenda. (We expect WG2 to discuss this in October.)
