L2/08-397 Title: WG2 Consent Docket Source: Ken Whistler Date: October 27, 2008 Following my usual procedure, I have rolled up all items from the latest WG2 meeting (WG2 #53, Hong Kong, October 13 -17, 2008) for which there is a synchronization issue that the UTC needs to address. This WG2 meeting progressed 2 amendments: Amendment 6: The disposition of comments was completed for PDAM 6.2, and an FPDAM ballot will be issued soon. Amendment 7: A *new* PDAM ballot will be issued for a 7th amendment. For the overall summary of the repertoire for those two amendments, pending production of the actual amendments, you can refer to: WG2 N3546 (= L2/08-366) Result of Repertoire Review for FPDAM6... WG2 N3547 (= L2/08-367) Result of Repertoire Review for PDAM7... In the consent docket I have organized the issues by which amendment they are associated with, to help keep things straight. Under current plans, the new repertoire for Amendment 6 will be targeted for a future version of Unicode, most likely to be designated Version 5.2. The new repertoire for Amendment 7 will also be targeted for a future version of Unicode -- this one most likely Version 6.0. ================================================================ A. Tangut (FPDAM 6 --> PDAM 7) Tangut was very controversial in WG2, and was the subject of extended ballot comments and discussion. A Tangut ad hoc was held at WG2. It recommended that China, the US, UK, and Ireland come up with a consensus position on "missing characters". This may require some action by the UTC, if a consensus position can be reached among the parties, to determine what changes might be appropriate for the repertoire. However, there is no immediate consent issue, as the block of Tangut moved from Amd 6 to Amd 7 is the same repertoire that was under ballot in Amd 6, and still corresponds (in repertoire, code points, and naming conventions) to what the UTC already approved. The main implication here is that by moving to Amendment 7, Tangut is now outside the probable content for Unicode 5.2. Recommendation: Take note and prepare for further discussion of Tangut repertoire at the *next* UTC meeting. ================================================================= B. Nüshu (FPDAM 6 --> further study) Due to problems with font errors, Nüshu was pulled from Amendment 6. Unlike Tangut, Nüshu was not (yet) cycled into Amendment 7 for another round of ballotting. China will bring back a revised proposal to the next WG2 meeting. This means that for Nüshu, there is also no immediate consent issue. The UTC has still not approved a Nüshu encoding, but with no ballot on it outstanding now, there is no urgent need to approve it. Recommendation: Review the Chinese revised proposal, when it is available. ================================================================= C. Meetei Mayek (FPDAM 6) WG2 approved the modern set for Meetei Mayek in the same location as already approved by the UTC. It also pulled the historical set for further study. That means that as of now there is no new synchronization issue for Meetei Mayek. Recommendation: Continue study of historical repertoire and establish a more well-defined means of tracking repertoire such as this which is "approved in principle" but not actually given code point assignments or scheduled for any future version of the standard. ================================================================= D. Extended UCAS (FPDAM 6 and PDAM 7) The situation for extended UCAS is a bit complicated. WG2 approved a revision of the block for UCAS extensions: 18B0..18FF Unified Canadian Aboriginal Syllabics Extended The UTC had approved before: A9E0..A9FF Unified Canadian Aboriginal Syllabics Extended-A containing 29 characters, on the assumption that future additions would be in another small block labelled Extended-B. The 29 characters that the UTC has already approved were moved to the range 18E0..18FC (from A9E0..A9FC), but otherwise not changing their names, glyphs or relative order. Those 29 characters, at the new locations, will be ballotted in FPDAM 6. WG2 also approved 41 *more* UCAS extended characters, and those were added in the range 18B0..18DA in the newly approved block, and will be ballotted in PDAM 7. Note that WG2 withheld approval of two characters from the proposal (L2/08-132, = WG2 N3427), namely, 18D2 and 18D8, for which there was no evidence. Recommendation 1: Approve the new block and the new code assignments for the 29 UCAS characters already approved, to resynchronize the UTC approvals with Amendment 6. Recommendation 2: Review the proposal for the 41 additional UCAS extended characters once more (L2/08-132, = WG2 N3427), and decide whether to approve them. ================================================================= E. Old South Arabian (FPDAM 6) WG2 approved name changes for all the Old South Arabian letters (10A60..10A7C), changing them from names based on the transliteration to names based on NW Semitic letter names. The code points and glyphs were not affected. Recommendation: Review and approve the revised letter names for Old South Arabian. ================================================================= F. Old Turkic (FPDAM 6) WG2 added 2 more characters, changed 2 names, and reordered the block to accomodate insertion of the 2 new characters. Additions: 10C1C OLD TURKIC LETTER ORKHON OEK 10C27 OLD TURKIC LETTER YENISEI ENT Renamed and moved: 10C1C OLD TURKIC LETTER ORKHON OK --> 10C1D OLD TURKIC LETTER YENISEI OEK 10C2C OLD TURKIC LETTER YENISEI ENG --> 10C2E OLD TURKIC LETTER YENISEI AENG Recommendation: Review, then approve 2 new characters, 2 name changes, and new code points for 10C1D..10C46 to accomodate the insertions. ================================================================= G. Additional Unified CJK Ideographs for HKSCS (FPDAM 6) WG2 added 5 new Unified CJK Ideographs at the end of the existing main Unified CJK Ideographs block, for compatibility with additions to HKSCS. The code points and their HKSCS mappings are: 9FC7: H-87C2 9FC8: H-87D2 9FC9: H-87D6 9FCA: H-87DA 9FCB: H-87DF Recommendation: Review, then approve these 5 additional characters. ================================================================= H. New Tai Lue (FPDAM 6) WG2 approved two additional New Tai Lue characters: 19AA NEW TAI LUE LETTER HIGH SUA 19AB NEW TAI LUE LETTER LOW SUA Recommendation: Review, then approve these 2 additional characters. ================================================================= I. Kaithi (FPDAM 6) WG2 approved three additional Kaithi punctuation marks: 110BD KAITHI NUMBER SIGN 110C0 KAITHI DANDA 110C1 KAITHI DOUBLE DANDA Details for these are found in the revised Kaithi proposal, WG2 N 3389. (For 110BD, see p. 34 of that document.) Recommendation: Review, then approve these 3 additional characters. ================================================================= J. Name Change for ARIB Symbol (FPDAM 6) WG2 made one name change for an ARIB symbol that the UTC had already approved. 26EF LIGHTHOUSE --> 26EF MAP SYMBOL FOR LIGHTHOUSE Recommendation: Approve this name change. ================================================================= K. JIS X 0213 Named Character Sequences (PDAM 7) WG2 approved 23 named USI's for JIS X 0213, as listed in WG2 N3529, with one name change: RISING SYMBOL --> MODIFIER LETTER EXTRA-LOW EXTRA-HIGH CONTOUR TONE BAR Recommendation: Review proposal and decide whether to approve these as Unicode Named Character Sequences. ================================================================= L. Batak (PDAM 7) WG2 approved the Batak script, in a Batak block, 1BC0..1BFF. Recommendation: Review and approve this script addition. ================================================================= M. Hiragana Letter (PDAM 7) WG2 approved one of the two additional Japanese kana letters that the UTC had reviewed but deferred: 3097 HIRAGANA LETTER YE Recommendation: Approve this character. ================================================================= N. Arabic Pedagogical Symbols (PDAM 7) WG2 approved these symbols, but not the block approved by the UTC. Instead, the 16 symbols were moved into the existing Arabic Presentation Forms-A block, in the range FBB2..FBC1. Names and glyphs were unchanged. Recommendation: Approve the revised code points for these 16 characters and rescind approval of the Arabic Pedagogical Symbols block (0880..089F). ================================================================= O. Imperial Aramaic (FPDAM 6) The Amd 6 chart shows 31 Imperial Aramaic characters, but the UTC-approved pipeline only shows 30. Recommendation: Investigate and resolve discrepancy.
