Subject: Is_xxx property names

There was a long email discussion of the names of the new Is_xxx properties.
I think there is generate consensus that:

   1. The names ought to be something like Changes_When_Uppercased (or
   Uppercasing_Alters, or something else along those lines), with the values
   inverted from the current properties.
   2. Our convention for property names should forbid forms starting with
   the letters "is", because of the prevalence of that prefix in regex syntax,
   etc.
