[123-C12] Consensus: Change Unicode Technical Standard #37: Ideographic Variation Database so that we (1) require one or more representative glyphs for each proposed sequence from the registrant; (2) we allow the registrant to add additional glyphs to an existing registered collection; (3) we allow sequences to be in multiple collections by agreement of all registrants; (4) we describe a process in the standard that encourages registrants to avoid duplication.
