Subject: Status update on the hold on the Bengali block

Hi Lisa,

I'd like to request an update from UTC or the Government of India 
regarding the latter's request for a hold on all action regarding the 
Bengali block. As a result of GOI's requested hold, several revisions and 
additional annotations to the names list for Bengali were not considered.

Specific feedback is requested on the following:

1. Progress on GOI's stated intent to consult experts from four Indian 
states regarding the development of Bengali in Unicode and any findings 
thereof.

2. Lifting of the hold in order to enable continued development of the 
Bengali block through the addition of new characters, etc.
