Subject: Proposal to Add Mongolian Letters to ArabicShaping.txt

Mongolian cursive shaping rules are a subset of those of Arabic.
The same algorithm can be used to correctly shape Mongolian (eg.
using OpenType features 'init', 'medi', 'fina', and 'isol') if the
correct ArabicShaping.txt data is available and fonts support it.
Indeed, Uniscribe uses these shame features for Mongolian shaping.

I propose adding the following characters to ArabicShaping.txt:

  * All Mongolian characters with general category Lo,

  * U+1807 MONGOLIAN SIBE SYLLABLE BOUNDARY MARKER

  * U+180A MONGOLIAN NIRUGU

In all cases, the Joining_Type shall be D, and Joining_Group be
No_Joining_Group.
