Discussion of the name of the block. Participants agreed that “Seal” is preferable to “Small Seal”. The ISO 15924 registrar noted that the English script name is “(Small) Seal”.

Discussion of the status of properties.

[185-C3] Consensus: UTC accepts 11328 code points U+3D000..U+3FC3F for encoding in a new Seal block based on WG 2 N5344R, for Unicode Version 18.0. Fraser Gordon presented document L2/25-263.

Discussion. Ken Whistler compared the idea of a reference implementation with the case of the Unicode Bidi Algorithm, where the UTC publishes a reference implementation. Ken Whistler noted that a reference implementation is not meant to be used in production, and need not be performant.

Peter Constable asked whether the timeline could be foreseen for presenting a draft to UTC. Fraser Gordon stated that this was not yet the case.

Peter Constable asked whether new properties would be needed. Fraser Gordon stated that the Working Group felt that this would be the case. Ken Whistler urged that the Working Group attempt to define the properties by derivation of existing properties as much as possible.

Peter Constable asked whether Markus Scherer, as chair of the Properties and Algorithms Group, would like the Text Terminal Working group to engage with the Properties and Algorithms Group. Markus Scherer considers that once an approximate draft of an algorithm is ready, it should be presented to the Properties and Algorithm Group.

Peter Constable asked about the handling of UAXes, UTSes, and UTRs. Ken Whistler stated that the Working Group is trying to figure out how to move these publications to the framework used by the Core Specification, in particular to avoid the difficulties in keeping track of the status of documents, but that the Working Group is not ready to commit to a new mechanism for the 18.0 cycle. Liang Hai noted that the Working Group planned to present a formal proposal to the next UTC meeting.

Liang Hai thanked Deborah Anderson, Lorna Evans, and Richard Ishida for their work in the Editorial Working Group.
