The eyebrow reph can be achieved with Unicode, using the
explicit half form syntax with ZWJ. See the Unicode standard
for details. Hence, I wouldn't introduce it as a separate
character. The ISCII standard uses the ra-nukta for this,
which is a bit unlucky, as this letter is intended for
representing a Dravidian (south indian) letter in Devanagari.

I am not aware of any implementor using it right now, but people
who claim to support Marathi should.
