RCSU is now part of the Unicode standard (and is now called the Standard
Compression Scheme for Unicode -- SCSU). It can be found at:

http://www.unicode.org/unicode/reports/tr6.html

Interestingly, the initial state of data in SCSU format is Latin-1.
