WGL4 has changed

Apparently, on 1998-12-18 Adobe and Microsoft have changed their WGL4
character set tables on

  http://partners.adobe.com/asn/developer/opentype/wgl4.htm
  http://www.microsoft.com/typography/OTSPEC/WGL4.HTM

The following two characters have been removed and are not part
of WGL4 any more:

  0x02D6 # MODIFIER LETTER PLUS SIGN
  0x02DC # SMALL TILDE

Does anyone know why?

I guess that this then also changes the justification for having these
two codes in MES-2.
