What Ken means is yes, Kildin S�mi can manage without EM WITH DESCENDER
because they don't use EM WITH DESCENDER. They use EM WITH TAIL. So Kildin
S�mi will not be covered by Unicode 3.0. Details and glyphs will be found
in the Irish ballot on FPDAM 31.
