Michael, of your four sample words, "caf�" certainly is part of the American
child's vocabulary from an eary age. We have caf�s and cafeterias all over
the country, and we usually spell them "cafe".

In names of cities and places of California which someone else was
mentioning... The City of San Jos� these days is frequently making use of the
accented "e", apparently as a matter of civic pride; one certainly sees it
thusly printed around here. The accent can even become a conspicuous design
element.
