The Unicode 3.0 bidirectional category changes are documented in the
standard itself (forthcoming). But since the new text for section 3.12,
Bidirectional Behavior, is effectively identical to UTR #9, Unicode 3.0
Bidirectional Algorithm, you can find the documentation on the Unicode
website under the Technical Reports.
