Hi John,

Gujarati input support was added in all versions of Windows XP as a keyboard (it wasn't necessary to use an IME). Unfortunately, that support is not available on Windows 2000, although there may be a third-party add-on out there.

For the record, Indic languages can be input via a traditional keyboard. The work then falls to the rendering engine to display the characters in their proper order and shape.
