What is the intended use of U+05C4 HEBREW MARK UPPER DOT? Is this
intended for the dot above a Hebrew letter used as a number, or for the
extraordinary points in Genesis 16:5 etc, or for both?

What is or should be done to represent the double dot indicating numbers
    1000+?

What is or should be done about the lower extraordinary points in the
    first word of Psalm 27:13?
