    James Kass,

    > U+E000 COMBINING BLACK BLOB? Censors would probably love it.

It is a much more universal solution than the one that the censors really
    wanted.

    COMBINING EXPLITIVE DELETE

The character would be inserted after all words and delete them if they were
on a proscribed list of forbidden words. The rendering program would use
the language of the text plus the reader's language(s) and use them to do a
    language explicit look up.

The idea was dropped because they did not want to add the tables of the
required words to delete in any publications such as
    the Unicode book.

It was like the US telecommunications act which set fines for transmitting
its set of proscribed words including in programs that were designed to
filter the words out of text.
