    Because NamesList.txt is generated by tools that depend
    on 8859-1 (as a subset of Windows CP1252) and is further
    manipulated as input by the unibook program, which operates in
    CP1252 and not in UTF-8.

    The whole file could be run through a conversion filter, of
    course, and be posted in a UTF-8 version, but it isn't clear
    at the moment whether that would end up helping more people
    or hurting them.
