k with stroke?

    Has a 'Latin letter K with stroke' character been proposed to
    Unicode before? If so, what's its status?

    It has the stroke through the ascender, which isn't easily achievable
    with COMBINING SHORT STROKE OVERLAY. It's used in linguistic texts for
    phonetic transcription, in medieval texts as an abbreviation for
    "kalendas" (it's included in the Medieval Unicode Font Initiative's
    PUA), and a capital form with the stroke through the middle of the
    letter (like KIP SIGN) is used in the Sencoten orthography (but wasn't
    proposed along with the other Sencoten letters?).
