    Peter, Ken was saying that the Consortium makes no recommendation *for
    or against* a particular practice; i.e. their position is neutral.
    Evidently he thought he communicated a neutral position clearly, and it
    seemed clear to me that he meant a neutral position. You selectively
    quoted part of Ken's statement, "...does not recommend..." which
    suggested a non-neutral position. I can believe it was not your intent
    to put a different meaning into Ken's mouth than what he intended, but
    what was likely to came across for many readers was quite different from
    what Ken intended.
