The Unicode Technical Committee has released an update of UTS #6: Standard
Compression Scheme for Unidode (SCSU). This update more fully describes
how to design an SCSU encoder. New sample code for a minimal encoder
written in C is also provided. The details of the SCSU compression scheme
are unchanged.
