Guidelines for converting to Unicode use?

Are there any guidelines for organizations involved in publication as to
steps to take for converting (1) production, including in-house fonts, and
(2) archives to Unicode?

I am thinking of a specific case in which the organization has been using
Mac computers and QuarkXPress for some years. They publish in extended Latin
scripts (in Senegal).
