    If this is true, there is only one thing in the proposal,
    that makes me curious:
    That the new character is categorized as "common".
    If it's intended use is to represent occurences in old
    printed headlines, it is by all means "rare".
    (and in my oppinion it should stay rare or even non-existing)

    I hope it is not this categorization, which makes the
    commitee think it should really be encoded.
