    What rejected characters do you have in mind? In the past, the IRG
    has never rejected a character per se and only done unifications.
    They are tightening things down now and requiring better provenance
    information, so they may reject characters in the future on the basis
    of insufficient documentation, but even that isn't so much a rejection
    as a rejection-pending kind of thing.
