COMBINING ABBREVIATION MARK SUPERSCRIPT UR TILDE FORM in MUFI 3.0

The MUFI 3.0 specification states that codepoint U+F1C3 COMBINING
ABBREVIATION MARK SUPERSCRIPT UR TILDE FORM has been assigned to U+1DD1
COMBINING UR ABOVE, and the box has been shaded yellow which indicates that
the codepoint has been decommissioned.

However the glyph for U+1DD1 in the Unicode Code Chart looks more like the
MUFI character U+F1C2 COMBINING ABBREVIATION MARK SUPERSCRIPT UR LEMNISKATE
FORM.

Has U+F1C3 been incorrectly assigned to U+1DD1, when in fact it U+F1C2
should be linked and decommissioned?

If so, should U+F1C3 be linked to another Unicode character and should it's
state be decommissioned or not?
