The case mappings are the way they are after several rounds of Mark & me
trying to get case mappings and canonical equivalence to go together, and
taking the results to the UTC. I don't know if it can get any better -- if
you fix one thing, you will break another.

Blame the invention of the dot over the i, or the convention of omitting it
when adding accents, or the adoption much later of a specifically dotless i
into the Turkish alphabet...
