I think that's true for non-ASCII non-EAI locale parts as well. It's so inconsistent its surprising when it works?

For EAI (the question being asked), the entire address, local part and domain, are encoded in UTF-8.

No. the question being sked (by James Lin) did NOT include this restriction:

In his 2 replies, he did not added this restriction to EAI only (which is just a possible option on the Internet, not mandatory and frequently not followed in many domains).
