Description of Issue:

A Proposed Update of UTS #51, Unicode Emoji is now available for public review and comment. This version updates several definitions and adds a new definition for "RGI Set". It also adds a new section about marking gender in emoji input, as well as numerous clarifications about multi-person groupings, emoji and text presentation selectors, and the significance of the word "FACE" in emoji names. In particular, this revision more fully describes mechanisms for support of skin tone distinctions when using multi-person emoji.

Review of the specification UTS #51, Unicode Emoji, is proceeding in parallel with the beta review of the draft candidates for Emoji 12.0. See PRI #387 for details. For comments on the text of UTS #51, please reference PRI #380 in your feedback. For all other comments on the new draft candidates, emoji data, or on emoji charts, please reference PRI #387.

Draft updated 2018-12-17.
