https://app.quranflash.com/book/Warsh2?en#/reader/chapter/565 (among other pages) shows U+08CE ARABIC LARGE ROUND DOT ABOVE with U+064E ARABIC FATHA above it, implying that U+08CE should be in the MCM set. This most likely goes for U+08CF ARABIC LARGE ROUND DOT BELOW too.
