CANADA disapproves the Registration and WD in its current form. Our reasons are given below:

SIGNIFICANT:

1. This set of descriptors may lead to indeterminate results. To illustrate this point, the overlaying of "radical two" and "radical line",
2FFB U+4E28 U+4E8C,
can be U+5E72, U+5DE5 or U+571F.
They have *different* *abstract forms*.  This indeterminacy should be eliminated through either rules or introduction of more descriptors.

2. It is not clear if these characters (and construction rules) were taken from relevant national standards, de facto industry standard, or scholarly literature. The source of these characters should be identified, or their novelty noted. An information annex should be considered along with these characters if the construction rules and descriptors are based on (sound but untested) theories.

The Canadian vote will be APPROVE if the above two concerns are addressed satisfactorily.

Editorial:

In addition, nesting of IDS is allowed (and indeed necessary for this descriptor set to be complete). This property is only implicitly acknowledged through a point item (last item in first paragraph of D.3.1). It is desirable that an example of nested IDSs is given explicitly.

UK COMMENTS ACCOMPANYING VOTE OF APPROVAL ON ISO/IEC 10646-1-PDAM 28: Ideographic Description Characters (SC2 N 3186)

Editorial comments:

Page 3. In the character names, replace the sequence IDEOGRAPHIC DESCRIPTION CHARACTER by IDEOGRAPHIC DESCRIPTOR (and make similar adjustments to the names on other pages).

Justification:

a. The term CHARACTER does not add any useful information to the character name.

b. Annex D already includes several characters whose names have a final term such as FILLER, JOINER, or SEPARATOR. The term DESCRIPTOR is quite appropriate in that context.
 

Page 4. The twelve examples given in the text of D3.2 should be removed into a set of three extra columns in Table D.1 (page 6).
Page 5. In the entry for Annex E the hex code position numbers should be inserted in front of the character names, and the names should be alphabetically ordered.

Text on page 4, D.3.1 : The reference to "a coded ideographic component" in D.3.1 must be removed since this concept does not exist in ISO 10646.
