Here's a comment from the Microsoft Fortran group (I don't know whether
it supports Unicode):

After 2 years of development and a 8 month worldwide technical beta
involving more than 2,500 users, Microsoft is pleased to announce the
release of Fortran PowerStation 4.0. This release is a 32-bit Fortran
development system that hosts on and targets Windows 95 and Windows NT
and fully supports the ANSI/ISO Fortran 90 standard. For more
