I would like to observe that hyphenation is a function of the language of
the text, not just the script, and thus does not strictly speaking belong
to Unicode - it is "out of scope". It should be specified by a "higher
level protocol", which may well use soft hyphens and algorithms. It should
also allow user control of hyphenation, including the option "no thanks".
