Arabic variants of comma, semicolon and question mark.

It's my experience that the Arabic (right to left facing) glyph variants of
coma, semicolon and question mark are substituted for 2C, 3B and 3F when
displayed in a right to left context.

I can't find any reference to this in the unicode standard. In particular
they are not included in the 'mirrored character' list, though that may be
because they are not pure mirror Images.

Does anyone know whether any decisions were made, or whether it's left to
the implementation?
