RE: Usage of CP1252 characters on www.msnbc.com

For whatever it's worth, our email system doesn't handle
UNICODE-2-0-UTF-7, so we got the message below.

Btw, didn't we agree to use just UTF-7 and UTF-8 instead of the more
laborious UNICODE-2-0-UTF-7 and UNICODE-2-0-UTF-8?
