HotWired includes an article about I18N and HTML 4.0... and goes into specific
detail (well, for a magazine that's targeted towards consumer surfers) about
using Unicode in HTML.
It looks like Unicode is slowly moving away from developers, librarians, and
language experts and into the hands of would-be HTML web-page jockeys... (for
better or worse).
