Those 6 letters were removed from Unicode 3.0 to accord with the
resolution of a problem in FPDAM 31, resulting in the recommendation
to remove them from FPDAM 31. To stay in synch with the content of
the second edition of 10646-1, the Unicode 3.0 repertoire must match
the expected reportoire of the second edition.

Without those *particular* characters, yes, because the particular
characters that were introduced in Amendment 31 were not recognized
or accepted as Kildin Sami characters by the Kildin Sami experts!
That was the problem. They needed both glyph *and* name changes to
match Sami requirements -- effectively a complete recoding of the
characters. This will be accomplished in due time by specific, and correct
additions in a future amendment to 10646.

These characters are not yet in any Amendment to 10646.

The Unicode Standard stays in synch with 10646.

Therefore, these characters are not in Unicode 3.0.
