CNS 11643 plane 3 mappings

I'm currently going over my CNS 11643 conversion tables with a fine-tooth
comb, currently working from IRG documents N664 and N665.

Can anyone explain to me why there are a cluster of plane 3 mappings for
positions 68-40 (3-6448) to 71-10 (3-672A), when my references (Lunde and the
online ISO 2375 registry) show the plane stopping at 66-38 (3-6246)?

Also, am I correct in believing the ideographs in planes 1-3 are entirely
covered by Unicode 3.0 of CJK Ext. A, subject to some unification? (For
example, 3-2144 = U+4E08 = 1-4437)
