Not so. 0x80 in CP-1251 (Windows Cyrillic) has for some time been
allocated to 0x0402, CYRILLIC CAPITAL LETTER DJE. Therefore, in CP-1251 alone,
the EURO SYMBOL is at 0x88.

See ftp://ftp.unicode.org/Public/MAPPINGS/VENDORS/MICSFT/WINDOWS/CP1251.TXT .
