Earlier someone was asking about a Unicode keyboard
editor for Windows....

I just found this
http://solair.eunet.yu/~minya/Programs/klm/klm.html
and quickly changed one of the kbd___.dll files
in Win NT into a keyboard driver that inserts Unicode
characters for Tibetan :-)
