Thanks all for information.
I think I found something. It would be a little bit of wrong typo in
Table 3-7 "Bidirectional Character Types" of this paper.

I just found that the techincal report says "Arabic-Indic digit (0660-0669)" is
actually Weak type. It's AN. (according to the technical report).

Seems to be that Weak Type of Arabic-Indic digit does make sense due to there
is the situation where the digits are used for as non-numeric, like name.
If the direction of arabic-indic digits is not what users want, users can
control the direction by using LRE/LRO/RLE/RLO.
