If you are using this style of mapping table, I suggest you follow the
Microsoft example for undefined characters, as in
ftp://ftp.unicode.org/Public/MAPPINGS/VENDORS/MICSFT/WINDOWS/CP1252.TXT

0x8C 0x0152 #LATIN CAPITAL LIGATURE OE

0x8D #UNDEFINED

e.g. put in no Unicode value, and have the comment "#UNDEFINED"
