I see from my notes that Unicode was called guo2ji4 ma3 by David
McBride (who spoke in excellent Mandarin) at a conference on Unicode
and Windows NT that I attended in Taipei, May 11, 1992. The handout
given there also used this term. But I assume you are looking for
recent usage ...
