Unicode Technical Report 12 was superseded by additions to Unicode 3.0
before it was even advanced to final TR stage. In a sense, it has been
adopted by Unicode, even though it's not available as a separate report.

Looking forward, there are some Technical Reports that have been promoted
"Unicode Standard Annexes" (UAX) during the last year. If and when a new
full edition of the standard appears in book form they may well get rolled
into the book and could disappear as free standing documents.

Whether or not this will actually happen depends on many factors, not all
of which are even known today. But I just wanted to mention that possibility.
