Mr. Dekker,
In theory, the rendering engine could build a list ("glyph index map") of
only the glyphs in a font that are actually required, and download only
those glyphs from the font. Because of the very problem you are trying to
solve, developers are considering this. Unfortunately, I cannot tell you
who is doing this.
