The official primary method is high-99 high-99. Quotations within quotations are then high-9 high-9.
Instead of the high-99 high-99 one can also see the >> >>, especially in fiction literature and older
(pre-computer) texts. Note that in any of these cases the quotation marks are never "mirrored".
