Interesting. I note the following:
'For example, knowing which areas of Unicode and ISO/IEC 10646 are
earmarked for right-to-left scripts... allows some of these "default"
properties to be much more meaningful.'
A few years ago, I suggested this, and you told me, we do not do that. :-)
BTW, the document certainly implies that it is plane 3 for which the label
AIP is proposed, but it doesn't actually state this.
